Senators Ruben Gallego and Thom Tillis are discussing compromise measures, though Senate Majority Leader John Thune warned the bill may not pass before the August recess. Concerns remain over the bill's loose definitions—Trump holds approximately 38% of World Liberty Financial through DT Marks DEFI LLC, but whether this indirect holding qualifies for ethics restrictions remains unclear. The act's year-end passage probability has dropped to about 33%.
