According to Bitcoin.com News, U.S. Senator Ron Wyden sent a letter on July 8 to Senate leaders urging them to preserve Section 604 of the Digital Asset Market Clarity Act, which protects non-custodial blockchain developers from money transmitter regulations. Wyden argued that developers who publish software allowing users to manage their own digital assets should not be classified as money transmitters solely for creating the software.

Crypto policy advocates including the DeFi Education Fund praised the stance as a defense of open-source development and internet freedom. However, Galaxy Digital's Alex Thorn cautioned that Wyden's support for developer protections does not necessarily indicate he will vote in favor of the broader CLARITY Act.
