Anthropic CEO Dario Amodei Urges Binding AI Safety Rules As Advancement Outpaces Policy

On June 10, Anthropic CEO Dario Amodei published an essay warning that AI development is advancing much faster than political systems can respond, creating an urgent governance gap. He proposed a framework requiring mandatory third-party testing for advanced models before deployment, with evaluations for cybersecurity risks, biological misuse, and loss-of-control scenarios. Governments should retain the authority to delay or block deployment if risks are deemed unacceptable.

Amodei also highlighted economic disruption risks, noting that powerful AI could displace large numbers of workers through cognitive labor substitution, potentially producing rapid growth alongside persistent inequality.
