According to Russian Deputy Foreign Minister Ryabkov, on June 23, Russia and the U.S. are not currently conducting strategic stability talks. Ryabkov acknowledged the importance of strategic stability in the current volatile world, but stated that dialogue requires certain conditions, primarily a positive shift in U.S. policy toward Russia, which he said has not yet occurred.
