China Targets 17% Cut in CO2 Emissions Per GDP Unit by 2030 Under New Climate Plan

China's Ministry of Ecology and Environment, along with 18 other government departments, released the national climate change plan for the 15th Five-Year Plan period (2026–2030). By 2030, carbon dioxide emissions per unit of GDP will decline 17% compared to 2025 levels, according to the plan.

The national carbon emissions trading market will reduce CO2 emissions per product unit by around 3% from 2025 levels across covered industries. A voluntary greenhouse gas emissions trading market aligned with international standards will be established, and a product carbon footprint management system will be largely built. The country aims to generate 30 million metric tons of CO2-equivalent emission reductions and strengthen monitoring of non-CO2 greenhouse gases.
