The U.S. Senate plans to push the full Senate to review the 《CLARITY Act》 on July 20.
According to The Hill, the U.S. crypto market structure bill, the “CLARITY Act,” is facing a critical window before the August congressional recess. U.S. Senate Majority Leader John Thune plans to push for the full Senate to consider the bill during the week of July 20, but it still requires support from at least 7 Democratic senators. The report said the current disagreements are mainly centered on ethical restrictions on government officials’ involvement in the crypto industry, provisions related to illicit finance, exemptions from liability for software developers, the nomination of commissioners for the U.S. Securities and Exchange Commission (SEC) and the U.S. Commodity Futures Trading Commission (CFTC), and whether stablecoin incentives could lead to outflows of bank deposits. Trump’s recent financial disclosures show that he earned about $1.2 billion in crypto-related income last year, further intensifying Democrats’ concerns about conflicts of interest. Analysts believe that if the bill cannot make a breakthrough before the August recess, it will be difficult to advance until after the recess.

A court in the state of São Paulo, Brazil, ruled that Coinbase must refund a Coinbase Wallet user 507,000 Brazilian reais (about $99,000) plus statutory interest. The user said their assets were transferred out without authorization in a non-custodial wallet. Coinbase argued that the company does not hold the private keys and cannot control the transactions, but the court found that it failed to prove the transactions were initiated by the user and did not sufficiently explain the fund flows and security measures, and therefore rejected Coinbase’s exemption defense. The user says the funds were transferred out without authorization, but the court also didn’t manage to find out exactly who made the transfer—so the burden of proof allocation seems a bit odd.

According to The Nation, the Bank of Thailand (BOT) plans to further crack down on “gray funds” and illegal fund flows in the fourth quarter, requiring individuals to formally declare and verify the source of funds when depositing cash of 5 million Thai baht (about $150k USD) or more. In the digital asset space, the BOT is working with the Thailand SEC to use data analytics to review high-value stablecoin transactions, with a focus on USDT. Regulators said that some transactions may transfer funds by concealing the actual owners or bypassing domestic remittance channels, and that the relevant

Wu Blockchain learned that against the backdrop of controversy previously disclosed by Ledger’s security team that Tangem cards have a physical attack vulnerability and cannot be fixed because the firmware is not upgradable, Tangem’s Chief Technology Officer Andrey Lazutkin posted a defense of its minimalist design. He said the more hardware wallet components there are, the larger the attack surface; therefore Tangem uses an architecture with no screen, no battery, and non-upgradable firmware. Andrey believes that firmware upgrades themselves are also a long-standing code injection entry point

According to a Forbes article, stablecoin competition is shifting from simply comparing issuance size to focusing on compliance, transparency, and trading volume. The article notes that Tether-issued USDT remains the stablecoin with the largest supply and continues to maintain liquidity advantages in global trading, retail crypto activity, and remittance use cases; Circle-issued USDC is increasingly used in large-value settlement, institutional transfers, and regulated financial activities. The article argues that as stablecoins move more deeply into payments and capital markets, reserve quali

Wu Blockchain learned that the meme coin issuance platform Bags announced the launch of a Robinhood testnet feature. Users can issue Robinhood Chain-related tokens on BAGS. BAGS said the feature uses a bonding curve mechanism, so creating tokens requires no platform fees—only paying gas. The tokens can be migrated to Uniswap v4, creators can receive royalties from all trades, and it supports revenue sharing for RH Wallet or X profiles.

Ripple CEO Brad Garlinghouse said at an event at the University of Kansas School of Business that after the U.S. Securities and Exchange Commission (SEC) sued Ripple in 2020, the company had seriously considered shutting down. Garlinghouse said the government has nearly unlimited resources, making closure a potentially easier option; Ripple could have distributed its held XRP to shareholders pro rata and told the SEC the company no longer held XRP. But he said that would have led to the unemployment of hundreds of people, so Ripple ultimately chose to continue fighting the lawsuit. The SEC pre
