According to U.S. Commerce Department official Jeffrey Kessler, limited shipments of Nvidia H200 processors have been approved and delivered to China as of July 16, with actual exports beginning after the U.S. lifted restrictions last December. Kessler declined to disclose specific quantities or buyers but characterized the shipment scale as insignificant. Each export license requires verification of the buyer, intended use, and chip specifications, with strict prohibitions on applications in military, nuclear, missile, and bioweapon programs.
