Iran's focus is not on technical negotiations but on ensuring the completion of preliminary conditions outlined in the accord. The memorandum requires phased execution of key initiatives: comprehensive ceasefire, partial asset unfreezing, restoration of shipping through the Strait of Hormuz, and oil export exemptions.
