According to Russian Foreign Ministry spokeswoman Zakharova, Russian Foreign Minister Lavrov did not hold substantive talks with Japanese Foreign Minister Motegi Toshimitsu in Manila on July 26. Zakharova stated that there were no discussions regarding international affairs, regional issues, or bilateral relations, and that Lavrov responded to Motegi's greeting with only courtesy remarks.
