Philippines SEC Launches VERITAS Blockchain Platform for Digital Corporate Filings

According to Philippines Securities and Exchange Commission Memorandum Circular No. 23 (Series of 2026), the regulator has introduced VERITAS (Verification of Electronic Records and Information Trust and Authentication System), a blockchain-powered platform for digital signing and authentication of regulatory documents. The system will integrate with the SEC's existing eSECURE and eSAP platforms, enabling incorporators, directors, officers, and authorized representatives to digitally execute filings including articles of incorporation, corporate bylaws, and certificates of authentication.

Documents authenticated through VERITAS will carry the same legal validity as traditionally signed and notarized documents under the Electronic Commerce Act. The platform records every signing event on a blockchain ledger to create a tamper-resistant audit trail. Initial use is optional, with the SEC reserving the right to mandate VERITAS for specific filings following public consultation. The platform will be offered at no cost initially.
