According to Sing Tao Daily, Hong Kong Police launched "Operation Desert Shield" ahead of the FIFA World Cup opening on June 11, targeting illegal gambling across four fronts: publicity, education, intelligence, and enforcement. The force highlighted emerging digital-era trends in illegal betting, including online wagering, social media recruitment, and virtual currency settlement for wagers, while asserting continued capability to trace participants.

Under local law, placing bets with unlicensed bookmakers carries up to nine months imprisonment and a HK$50,000 fine; "receiving bets" carries up to seven years imprisonment and a HK$5 million fine; "money laundering" carries up to 14 years imprisonment and a HK$5 million fine.
