The Senate failed to advance crypto market structure legislation before the Memorial Day recess due to internal disagreements over border security measures. Upon Congress reconvening in early June, the agenda remains congested with housing bills, agriculture legislation, and the June 12 FISA statute deadline, crowding out time for the CLARITY Act vote.
The postponement could reduce the probability of final passage before the August recess. Meanwhile, Senate Agriculture and Banking Committee staffers are coordinating behind the scenes to integrate bill text, with technical drafting work continuing during the recess period.
