According to Bloomberg, the U.S. government faces a jurisdictional dispute over whether the Treasury Department or Commerce Department should oversee the implementation of President Trump's March 2025 executive order on Bitcoin strategic reserves. According to Digital Asset's editorial director Park Sang-hyuk, if the Treasury Department gains control, more aggressive strategic accumulation via additional budgeting could occur; if transferred to Commerce, oversight may remain limited to basic custody. He noted that a bipartisan bill prohibiting the sale of government-held Bitcoin was introduced in May to address the limitation that executive orders can be reversed under administration changes.
