Nick Begich introduced the American Reserve Modernization Act (ARMA) on May 22, which would authorize the Treasury Department to acquire up to 1 million Bitcoin over five years, equaling roughly 5% of Bitcoin's fixed supply. The bill codifies President Trump's March 2025 executive order creating a Strategic Bitcoin Reserve, moving the policy from executive action into statute to make it harder for a future administration to reverse.
Under ARMA, Treasury could purchase up to 200,000 BTC annually. The government's existing Bitcoin holdings of over 328,000 BTC would be consolidated and reclassified as "Tier 1" strategic reserve assets. The bill mandates 20-year minimum holding periods with strict custody standards including multi-signature approval, quarterly proof-of-reserves reporting, and congressional oversight.
