In early July, Ukrainian military shifted its strike focus from large-scale oil refineries to tanker ships, allowing Russian regions to report easing fuel shortages. Regional officials have informed residents of increased and more stable fuel supplies, with some areas gradually raising gasoline sales quotas per vehicle despite ongoing purchase restrictions. The shift came after Ukrainian forces targeted five key Russian oil processing sites in the first week of July, including Omsk, home to the country's largest refinery.
