Trump Urges Senate to End Filibuster Rule, Warns of September Government Shutdown

According to Trump on Fox News on July 13, Republicans should eliminate the Senate filibuster rule, otherwise the government will likely shut down in September when current funding expires. Trump argued the rule prevents the party from passing legislation and increases the risk of another shutdown if negotiations over spending bills fail before the Sept. 30 deadline.

The CLARITY Act, which would establish the first comprehensive framework for digital assets in the U.S., remains stalled in the Senate. The bill passed the House in July 2025 and advanced through the Senate Banking Committee on May 14, but still requires further Senate action before reaching Trump's desk.
