Taiwan's Central Government Provides One-Stop Service for Semiconductor Parks

According to Yonhapinfomax on July 6, Taiwan's semiconductor industry has benefited from decades of centralized government support. The northern, central, and southern science parks are all directly managed by the National Science and Technology Council, providing companies with one-stop administrative services for environmental, safety, labor, and tax matters. The government also supplies state-owned land at no cost and offers low-interest loans for equipment and technology as collateral.

Taiwan has addressed power and water needs through large-scale liquefied natural gas expansion and a nationwide water infrastructure network connecting reservoirs across the island. However, TSMC CEO Wei Je-chao stated at a recent southern science park event that Taiwan's most critical shortage is talent, not water or electricity. The company faces structural challenges from low birth rates, with talent cultivation unable to keep pace with fab expansion. Despite TSMC's programs for non-STEM professionals and Southeast Asian students, human resource constraints remain a bottleneck.
