South Korea's National Pension Fund Invests 252 Billion Won in Real Estate Project Against Internal Opposition

According to E-Daily's exclusive report on July 20, South Korea's National Pension Fund invested 252 billion Korean won in The Exchange Seoul development project in 2024, bearing 92.6% of total equity despite strong internal opposition.

Internal investment review documents showed multiple staff members, including a risk manager and overseas bond officer, formally opposed the deal citing development risks such as land boundary disputes, delayed permits, and tenant displacement liabilities. Additional concerns flagged inadequate returns given the high-risk nature. However, the investment cleared the fund's decision-making process. The report also revealed allegations that a Samsung Securities veteran joined the project operator shortly after the fund's investment decision, raising conflict-of-interest concerns, though the fund and operator denied impropriety.
