South Africa's Electricity and Logistics Reforms Face Delays Despite Progress; BLSA Warns Against Complacency

According to BLSA Reform Tracker's latest quarterly update released last week, South Africa's electricity and logistics reforms—critical for addressing 32% unemployment—are facing implementation delays despite earlier progress.

On electricity, wheeling protocols enabling independent generators to sell power over the grid were pushed from April to September, while Eskom unbundling remains delayed. Eskom now owes approximately R2 billion for electricity not used. On logistics, Cape Town's container terminal joined the port concessioning process, and Durban Gateway Terminal reached financial close with R11.1 billion in new investment, though the Transport Economic Regulator remains non-operational and rail unbundling is stalling.
