Russia's State Duma Passes Crypto Market Regulation Bill No. 1194918-8, Awaits Putin's Signature

According to Odaily, Russia's State Duma passed Bill No. 1194918-8 on Digital Currency and Digital Rights on Tuesday during its second and third readings. The legislation establishes a regulatory framework for cryptocurrency exchanges, brokers, asset management companies, and custodians operating in the country.

The bill permits crypto assets for cross-border trade but prohibits their use for domestic goods and services payments. Major provisions take effect on September 1, 2026, with a transition period extending through July 1, 2027. The bill requires President Vladimir Putin's signature to become law.
