Policy Report 'Europe 2031' Warns EU Faces AI Marginalization Risk With Only 5% Global Computing Power

According to a policy foresight report 'Europe 2031' recently released and reported by ChainCatcher, Europe risks economic and political marginalization in global AI competition due to computing power shortages and reliance on external AI models. The report notes Europe holds only 5% of global AI computing capacity, lacking technical leverage in the AI competition. Europe's promoted "technological sovereignty" may be difficult to achieve due to insufficient funding and policy delays, with risks of losing control over core tech companies like ASML.

To address these challenges, the report recommends Europe mobilize public and private capital for large-scale investment in energy, semiconductors, and data centers. It also suggests forming technology alliances with the UK, Japan, and other nations to consolidate supply chain advantages and gain international negotiation leverage.
