Pennsylvania Proposes HB 2711 to Prohibit Betting Firms from Market-Making on Prediction Platforms

According to Odaily, Pennsylvania state representative Tarik Khan proposed HB 2711 on July 22 to ban sports betting and other gambling companies from serving as liquidity providers or market makers on prediction platforms. The bill prohibits prediction platforms from contracting with or sharing revenue with firms engaged in betting operations, including parent companies, subsidiaries, affiliates, and joint ventures. DraftKings and Flutter have previously engaged in market-making activities; DraftKings recently launched DKeX exchange following its acquisition of CFTC-registered Railbird Technologies. HB 2711 requires a minimum age of 21 and mandates platforms exclude self-excluded users, employees, and those with material non-public information. Enforcement will be handled by the state attorney general.
