CLARITY Act Faces Senate Floor Challenges With Only 8 Weeks Before August Recess, Says Mercury Strategy

According to Anne Kelley, a partner at Mercury Strategy, on May 21, the CLARITY Act—a comprehensive U.S. digital asset bill—faces significant challenges in reaching a Senate floor vote before the August recess. With competing legislative priorities, including a TSA budget reconciliation bill and housing legislation, floor time for the crypto bill has become increasingly constrained. Lawmakers have only 8 weeks to pass the bill before the August 10-September 11 recess; if it does not pass before lawmakers break for midterm elections preparation, it will expire on January 3, 2027.
