China Guarantees Equal Treatment for Foreign-Invested Enterprises Across Support Policies

China's Ministry of Commerce, National Development and Reform Commission, and Ministry of Finance released an action plan on June 22 to stabilize and optimize foreign investment, announcing comprehensive implementation of national treatment for foreign-invested enterprises. Except where explicitly stipulated by law or involving national security, all support policies across sectors will be applied equally to foreign-invested enterprises. The plan mandates strict enforcement of fair competition review mechanisms in government procurement and bidding, while ensuring foreign-invested enterprises have equal participation rights in procurement activities conducted by universities, research institutes, and scientific institutions.
