On May 23, Ukrainian President Zelensky signed a presidential decree imposing sanctions on Russia's shadow fleet and related Russian personnel involved in missile strikes on Ukrainian territory, according to Ukraine's National Security and Defense Council.

The sanctions package targets 29 civilian merchant vessels that supply logistics and troop transport for Russian military operations. The majority of these vessels have already been sanctioned by the United States, European Union, and United Kingdom and are recognized internationally as supporting Russia's military logistical operations.
