According to Russian UN envoy Nebenzia's statement on May 26, the U.S. denied a visa to Russian Deputy Foreign Minister Alexander Alimov, preventing him from attending a UN Security Council meeting. Nebenzia said the move violates the UN-U.S. headquarters agreement, which stipulates that all UN member states' officials have the right to access the UN headquarters.
